South Dakota - No Discounted Hunts Available at this time. 
North Dakota has Mule Deer but the state is very selfish about their deer hunting they have a drawing for mule deer licenses for the non-resident but make it practically impossible for a non-resident to hunt any Mule deer so that almost all tags go to residents. Not a fair trade when the other states allow many non-residents, including North Dakota Residents to receive licences and to hunt mule deer with a rifle.
